Verification/Certification
Verification and Certification on emission reductions is done for the registered CDM project activities. Based on the monitoring report given by the project participants, confirm whether appropriate data has been recorded to check the amount emission reduction of greenhouse gas in accordance with the monitoring plan in the validated PDD, and to certify the verified amount of reductions in the emissions.
In Verification, not only examination of documents, but interviews to the project participants or stakeholders, collection of data and check to monitoring facilities, if necessary, are conducted , and judge conprehensively whether the amount fo reductions in the monitoring report are appropriate. As a relust, certification is performed on the amount of greenhouse gas deducted by the project activities.
The result of the monitoring report, verification, and certification will be released to public by UNFCCC Secretariat.
It is ruled in principle that when one DOE performed validation, the other DOE carries out verification/certification. If recognition of the CDM Executive Board is obtained, the same DOE may also be able to perform Validation and Verification/Certification. Moreover, when it is a case of Small Scale CDM project activity, it is admitted that the same DOE performs Validation and Verification/Certification.
In addition to auditing by well experienced members with confirmation to the project participants step by step, the committee comprised of intellectuals with experience and expertise participates in the process.
The existance of the committee aims to give high reliability over the result of the auditing.
