Validation
Validation in CDM project activities examines Project Design Document (PDD), which is made by the project participants, whether it is proper as CDM project activities in the light of the rule of the Kyoto Protocol and CDM modalities and procedures.
In Validation, comprehensive analysis is done whether the CDM project is satisfactory to the requirements for registration to CDM-EB. Interview to project participants, stakeholers who have conflicts of interests on the CDM project may be conducted as well as examination of documents.
The PDD itself and the result of validation will be generally released to public by UNFCCC Secretariat, and will receive public comments.
Some baselines and monitoring methodologies, which are key components on the PDD, would be approved by CDM Executive Board basically, in the original rule. And if it was new other than the approved ones, application on the new methodology would be requested before validation.
Although Methodologies approved by the CDM Executive Board have been increased since the CDM started, its contents shall be carefully studied, especially for additionalities and applicabilities.
In case of new methodologies, rights to apply the new methodologies to the CDM Executive Board is limited to DOE, after formality check on the draft PDD, in which baselines and monitoring methodologies are printed, submitted by the project participants.
The CDM Executive Board judges whether the new methodology applied is appropriate. Then DOE starts his validation after CDM-EB's recognition on the baselines and monitoring methodologies. When approved metholologies are used, DOE starts validation in accordance with the procedures.
In addition to auditing by well experienced members with confirmation to the project participants step by step, the committee comprised of intellectuals with experience and expertise participates in the process.
The existance of the committee aims to give high reliability over the result of the auditing.
